About The NORC
The Vision Urbana, Inc. NORC (Naturally Occurring Retirement Community) Program, located at 175 Delancey Street, is an innovative model for supporting older adults to age in place with dignity and independence in Manhattan’s Lower East Side. Funded by the NYC Department for the Aging (DFTA), this program delivers a holistic, culturally competent array of services tailored to the needs of older residents within several key housing communities.
Through a combination of on-site and in-home services, Vision Urbana’s NORC program addresses the physical, emotional, and social well-being of more than 1,000 older adults across three major residential developments:
- Seward Park Extension NYCHA Housing
- Grand Street Guild Section 8 Residential Housing
- Frances Goldin Older Adult Housing
Since its inception in November 2018, the program has registered over 800 individuals and offers weekly educational and recreational activities to over 200 participants. Services include:
- Case management and benefit access assistance
- On-site nursing checkups and home visits
- Health screenings and chronic disease management
- Mental health support groups
- Customized nutrition education and diet planning
- Fresh produce distributions and healthy cooking demonstrations
- Bilingual hybrid health workshops in English, Spanish, and Chinese

What sets Vision Urbana apart is its deep cultural and linguistic competency, its long-standing presence in the Lower East Side, and its strong commitment to community engagement. Services are delivered by bilingual professionals attuned to the diverse needs of the area’s aging population, ensuring accessible and inclusive care for all.
As one of just 30 NORC programs contracted by DFTA citywide, the Vision Urbana NORC initiative continues to stand as a model for aging in place, enriching lives through compassionate care, empowerment, and community connection.
